Psychiatric Diagnosis Online.....Is there a "Dog-ter" in the house, or (maybe a real psychiatrist)?

One of my characters online is "Kimberly" a cute little white Westland White Terrier who is a purebred, on Classmates.com which I rarely use. 
Bark, Bark, Bark......

One of the new things that is relevant to this day and age - which includes computer technology - is the need to do a psychiatric diagnosis online, by listening to various people who seem to have 'clustered characteristics".  Too bad there is not training available for this that I have been able to hear about in Ohio, an antiquated state which adopted "Racketeering and Organized Crime" as Social Policy rather than updating anything or getting new jobs, people, and technology in to keep up with the rest of the world.  Ohio needs computer policing and everything that goes along with it. 

Psych Diagnosis online is one of the areas.  Unfortunately, I am only an LSW (Licensed Social Worker) . 
Are there any doctors out there reading this?  Crooks already created a racket in Ohio where as certain people are supposed to be mentally ill, if they are part of the intelligence system and not part of the Organized Crime cult, but forgot about people who may really have needs in this area - because of this costing money.  

A crooked Governor, Governor Ted Strickland, who was supposed to be a Democrat, should have come up with this.  Unfortunately, the crook did not do anything that he was supposed to do for Ohio besides perpetuate the problems that already existed by taking a 'laise-faire' or hands off attitude in the governace of Ohio for the past four years.  The Governor that preceeded him, Taft, (and associates), was no better.
